The Lord spoke to Moses after Aaron's two sons died because they had approached the Lord.

The Lord said to Moses, “Tell your brother Aaron not to enter the Most Holy Place at all times, behind the veil, before the lid of the ark, lest he die; for I will appear in the cloud, above the lid.

“Aaron must enter the Holy Place with a bull for a sin offering and a ram for a burnt offering.

He will wear the sacred linen tunic, with linen breeches underneath; He will put on the linen belt around his waist and also the linen turban. These garments are sacred; therefore he will bathe with water before putting them on.

He will receive from the community of Israel two goats as a sin offering and a ram as a burnt offering.

“Aaron will sacrifice the bull as his own sin offering to make atonement for himself and his family.

Then he will take the two goats and present them to the Lord, at the entrance to the Tent of Meeting.

And he will cast lots for the two goats: one for the Lord and the other for Azazel.

Aaron will bring the goat whose lot fell to the Lord and sacrifice it as a sin offering.

But the goat on which Azazel's lot fell will be presented alive to the Lord as a propitiation and will be sent to Azazel in the desert.

“Aaron will bring the bull as a sin offering to make atonement for himself and his family, and he will offer it as a sacrifice for his own sin.

He will take the censer full of coals from the altar that is before the Lord and two handfuls of powdered aromatic incense, and take them behind the veil.

He will put the incense on the fire before the Lord, and the smoke from the incense will cover the cover that is above the tablets of the covenant, so that it does not die.

He will take some of the bull's blood and sprinkle it on the front of the lid with his finger; then, with his finger, he will sprinkle the blood seven times, in front of the lid.

“Then he will sacrifice the goat of the sin offering for the people, and bring the blood behind the veil; he will do with the blood what he did with the blood of the bull; he will sprinkle it on the cover and in front of it.

In this way he will make propitiation for the Most Holy Place because of the impurities and rebellions of the Israelites, whatever their sins may have been. He will do the same in favor of the Tent of Meeting, which is among them in the midst of their impurities.

No one will be in the Tent of Meeting when he enters to make atonement in the Most Holy Place, until Aaron leaves, after he makes atonement for himself, for his family and for the entire assembly of Israel.

“Then he will go to the altar that is before the Lord and make atonement through the altar. He will take some of the blood of the bull and some of the blood of the goat and put it on all the horns of the altar.

With his finger he will sprinkle the blood seven times on the altar to purify it and sanctify it from the impurities of the Israelites.

“When Aaron has finished making atonement for the Most Holy Place, the Tent of Meeting and the altar, he will bring the live goat forward.

Then he will place both hands on the head of the live goat and confess all the iniquities and rebellions of the Israelites, all their sins, and will place them on the head of the goat. Then he will send the goat to the desert in care of a man appointed for that purpose.

The goat will take all their iniquities with him to a lonely place. And the man will release the goat into the wilderness.

“Then Aaron will enter the Tent of Meeting, take off the linen garments he wore to enter the Most Holy Place and leave them there.

He will bathe in water in a holy place and wear his own clothes. Then he will go out and sacrifice the burnt offering for himself and the burnt offering for the people, to make atonement for himself and for the people.

He will also burn the fat of the sin offering on the altar.

“Whoever releases the goat to Azazel will wash his clothes and bathe in water, and then he will be able to enter the camp.

The bull and the goat of the sin offering, whose blood was brought into the Most Holy Place to make atonement, will be taken outside the camp; their hide, flesh, and excrement will be burned with fire.

He who burns them shall wash his clothes and bathe himself in water; then you can enter the camp.

“This is a perpetual decree for you: On the tenth day of the seventh month you will humble yourselves and may not do any work, whether native to the land or resident alien.

For on that day atonement will be made for you, to purify you. Then, before the Lord, you will be clean from all your sins.

This will be a Sabbath of rest for you, when you will humble yourselves; it is a perpetual decree.

The priest who is anointed and ordained to succeed his father as high priest will make the propitiation. He will put on the sacred linen garments

and he will make atonement for the Most Holy Place, for the Tent of Meeting, for the altar, for all the priests and for all the people of the assembly.

“This is a perpetual decree for you: Atonement will be made once a year for all the sins of the Israelites.” And everything was done as the Lord had commanded Moses.
